Consult Communications Ltd was incorporated in 2006. Established to help meet the growing needs of public and health sector organisations for effective, affordable consultation and communications, the company can draw on “best practice” experience of a range of organisations, including local authorities, primary health care and the voluntary / community sector. We believe this is especially relevant in the light of the 2006 Local Government White Paper and the National Health Service Quality and Outcomes Framework.

Hugh Weller-Lewis BA(Hons), MA, CertMgmnt, MCIPR
Hugh is an award-winning marketing, public relations and communications professional with over 30 years’ public sector experience spanning district councils, county councils and a London borough. He has extensive experience of working with businesses, the voluntary/ community sector and across public sector boundaries to achieve common goals.
He has a clear focus on generating dialogue between councils and their communities in order to achieve consensus on local priorities.
A full Member of the Chartered Institute of Public Relations (CIPR), he has achieved national and peer recognition for introducing and establishing a professional, innovative and inclusive approach to market research and consultation in local authorities over the last 20 years. This has included MORI polls, Citizens’ Panels, and the use of market research to guide the development of Local Development Frameworks (LDF). His work on communicating the Chelmsford LDF campaign won a number of national and regional awards including the 2006 CIPR President’s Grand Prix for a Public Sector Programme, and a 2005 national Good Communications Award, among many others.
His public sector experience also includes handling crisis communications for both county and district councils, strategic communications planning and a successful “Best Value” review of a large local authority’s communications. He has also organised media and communications training programmes and has extensive experience of planning and implementing internal communications programmes in large organisations.
He has managed multi-disciplinary teams of more than 20 professional staff, and budgets in excess of £1 million, including the complete restructuring of a major local authority’s communications function to provide a centralised, corporate service.
